The survey is a law requirement for any company selling products that are ‘chemically formulated consumer and commercial in or into California’, stipulating that all the information for formulation and sales data have to be submitted for the year 2013.
The authorities officially began the requirements for the survey submission on September 1, 2014 and have set a deadline of March 2, 2015 for all data to be submitted.
Aiming to reduce consumer product emissions
The addition of the online portal submission aims to give business greater flexibility and speed to make the data submissions, which are expected to be lengthy and detailed.
“The purpose of the 2013 Survey is to gather current information on VOC, low vapor pressure VOC (LVP-VOC), and greenhouse gas (GHG) content from consumer and commercial products sold or supplied for use in California,” said Angela Diesch, attorney at law and partner at the Kronick Moskovitz Tiedmann & Girard practice.
“The Survey will also assist CARB in determining the feasibility of further reducing consumer product emissions, updating the consumer products emissions inventory, and evaluating emissions trends for consumer products.”
$10,000 fine per violation, per day
CARB has published a list of pre-screening questions to form a set of guidelines that can be accessed by clicking here.
The guidelines stress that the responsible party on the label of any consumer product sold in California during the course of 2013 must comply with the survey.
Both Californian and out-of-state companies and any business not complying with the requirement by the March 2nd deadline is liable to a $10,000 fine which will be charged per violation, for every day exceeded.
