The California Air Resources Board (CARB) has announced an extension to its pending deadline demanding all data for consumers products sold in the state to be registered.

The California Air Resources Board (CARB) has announced an extension to its pending deadline demanding all data for consumers products sold in the state to be registered.

The move comes after the organization came under pressure from several industry associations, including ICMAD, to extend the deadline after its members reported that they would be challenged to meet the original deadline.

ICMAD and the other trade association specified that in particular it was both formulators and smaller companies that had been particularly affected, with smaller businesses arguing that their notification had come late.

Deadline extensions

The organization has decided to specifically extend the deadline for formulators to register, from March 2, 2015 to April 1, 2015. Formulators can submit the necessary data without having to send an email request to do so.

Responsible parties must request the extension by email by February 27th, and must answer a list of specific questions, which will include:

1. When did you learn about the 2013 Survey?

                2. When did you start working on the 2013 Survey?

                3. When did you finish your data collection effort for the 2013 Survey?

                4. Approximately how many products will you report? Labels?

                5. How far along are you in entering data into the Consumer Products

 Reporting Tool (CPRT)?

                6. How much time are you requesting to complete the 2013 Survey?

The extension for smaller businesses is longer, with responsible parties given until June 1st, 2015 to report their data for 2013. CARB has defined ‘smaller businesses’ as a company with less than 25 employees.

Several one-hour webinar training sessions have been organised to assist companies in complying with the data request, which will be held on April 27th, 28th and 29th.

Why it’s so important

The survey, entitled 2013 Consumer and Commercial Products Survey, calls on responsible parties from personal care companies to complete it, detailing product formulas and unit sales for items sold in the state of California during that year.

In the past the CARB survey has been limited to any Volatile Organic Compounds, which for the cosmetics and personal care only included hairsprays and hair care styling products.

And the big incentive for all companies involved to get the survey completed by the deadlines is the fact that companies will be fined a fee of $10,000 for every day they are late with their submission.
